BASIC INFRASTRUTURE TO SUPPORT STUDIES OF AQUATIC ECOSYSTEMS

Abstract

The solution of water issues does not only depend on the monitoring predisposition or capacity of the hydrographic basins of a country, but also on management and competency of the involved institutions, socio-political conditions, implementation of a protective legislative body and available funds. In Brazil, in order to effectively and efficiently monitor water ecosystems and create management plans for hydrographical basins, it is necessary to strengthen laws that tend to the recent demands, radically changes the areas of recognition of biota, elaboration of manuals for this purpose, formation of parataxonomists, developments and improvements of scientific publications and data bases as well. These are considered to be extremely important issues for the basic infrastructure in the studies of Brazilian limnological so as to reach the position of other countries that are already working with good methodologies, protocols of assessment and management of hydrographical resources. However, the country has already started to discuss strategies and basic notions to implement research programs. Some steps towards that direction were already taken, such as: better systems of biodiversity, databases and the writing of a first draft for legal issues.
