Abstract

Vulnerability and fragmentation: the case of
Jardim Lapena Analysis of urban dynamics and
proposals for transformation
This article discusses the socio-environmental
and urban vulnerability of Jardim Lapena, a
neighborhood located in the floodplain of the Tietê
River, in São Paulo. The objective is to discuss the
metropolitan and regional dynamics that shaped
the neighborhood’s urban form and reflect on
possibilities to overcome its physical isolation and
social fragmentation. Using a combination of official
data, bibliographical research and field surveys, it
appears that the barriers that configure Lapena as
a physical and social unit contained within walls
materialize the neighborhood’s segregation from
more structured surrounding areas, negatively
impacting social cohesion and the quality of the
urban environment. Invisible boundaries between
sectors inhabited by residents with different living
conditions further fragment the neighborhood,
perpetuating social stigmas and inequalities. The
study reveals that the increase in the vulnerable
population and real estate speculation have
exacerbated social and environmental problems.
The analyzes indicate that overcoming physical and
social barriers and implementing integrated urban
requalification strategies, focused on improving
infrastructure, environmental recovery and
strengthening social cohesion in Jardim Lapena, are
essential to promote greater urban equity.
