A nova parceria para o desenvolvimento africano e sua contribuição paradoxal ao renascimento africano (2001-2021)

Resumo

A África passou a vivenciar, a partir dos anos 2000, um novo momento em sua história, passando a ter renovada importância política, econômica e geoestratégica. Conhecido como Renascimento Africano, este contexto tem como um de seus símbolos a NEPAD, iniciativa voltada à promoção do desenvolvimento africano a partir de uma perspectiva e de um protagonismo essencialmente africanos. O artigo se propõe a analisar os êxitos, desafios e impactos desta iniciativa para as mudanças socioeconômicas e políticas vividas pelo continente africano no contexto em que ela completa vinte anos de existência. Para tanto, adota uma abordagem hermenêutica, apoiando-se em fontes primárias e secundárias. Em linhas gerais, o que se busca demonstrar é que mesmo apresentando resultados abaixo dos esperados inicialmente, a NEPAD mostrou-se de grande relevância para o desenvolvimento continental, visto que vem demonstrando a importância da integração como solução para os desafios africanos.

Guilherme Ziebell de Oliveira, Professor Adjunto na Universidade Federal do Rio Grande do Sul (UFRGS).

Professor Adjunto no Bacharelado em Relações Internacionais e no Programa de Pós-Graduação em Estudos Estratégicos Internacionais, ambos na Universidade Federal do Rio Grande do Sul (UFRGS). Doutor pelo Programa de Pós-Graduação em Ciência Política (PPGPOL-UFRGS). Mestre em Estudos Estratégicos Internacionais (PPGEEI-UFRGS). Graduado em Relações Internacionais (UFRGS), tendo realizado um intercâmbio acadêmico na Université de Toulouse II – Le Mirail, e em Ciências Econômicas (UFRGS).
