Abstract

The Brazilian state, as stipulated in the Federal Constitution, is responsible for ensuring the security and development of supreme values in society. For the National Defense Strategy, defense and development are inseparable. In this sense, the Submarine Development Program with Nuclear Propulsion (PROSUB) was created. PROSUB entered on the national agenda in 2007 after President Luis Inácio Lula da Silva visited the Navy’s Technological Center in São Paulo. As a result of the visit, the Brazilian government established a strategic partnership with the French government, based on three pillars: technology transfer, personnel training and nationalization. At the conclusion of this public policy, the Brazilian State will be able to design and build submarines. The objective of this study is to analyze the PROSUB from the perspective of security and development.
