Abstract

Abstract: Samuel Pinheiro Guimarães was a rare case of a diplomat and intellectual who formulated a consistent conception of contemporary international politics and the actions of peripheral and semi-peripheral countries in the face of rules and guidelines drawn up by international organizations. This essay analyzes the concepts of hegemonic power structures and large peripheral states that, in their interactions, form a theory of international relations that advocates active participation in international forums, the creation of regional diplomatic mechanisms and an emphasis on regional integration (South -American) as strategic objectives of these countries. A theory that influenced Brazilian foreign policy in the 2000s.
