Environmental Risks Related to Water: towards a Territorial Management of Water

This paper discusses the relationship between environmental risk and water,
with special regard to the risk of flooding. We argue that flood risk must be seen as
a territorial management subject instead being analyzed only within the context of
managing river catchments. Environmental risk as a physical and social product is related to the social use and appropriation of water and to concepts of territory and territorial management.
