The study of neighborhood impacts is an important instrument for urban planning in Brazil and constitutes part of the federal urban code as defined in law number 10.257 of 10 July, 2001. This work has the objective providing guidelines for preserving an urban area which will receive a new major enterprise. By situating the study of neighborhood impacts in the larger context of the politics of urban planning, our aim is to understand the real necessities for this kind of research and what demands this instrument aims to attend. We reconstitute the Instrument of Neighborhood Impacts, its origin and applicability.
