Allotment, Laws and the Production of the City: Considerations about Santo Antônio de Jesus/Bahia

This article aims to discuss the relationship between municipal legislation and city production, focusing on the implementation of gated communities in Santo Antônio
de Jesus. To achieve this, a literature review on the topic was conducted, along with an analysis of the key legislations that impact the establishment of such developments. These legislations include the Municipal Master Plan (PDM), land subdivision laws, Urban Property Tax (IPTU), as well as those related to the transformation of rural land into urban expansion areas, and so on. The tools for controlling urban land are relevant because they can contribute to democratizing access to urban land, influencing decisions regarding public policies for the city, and more. However, in practice, they are often insufficient for addressing social demands, especially considering that their implementation is partial or nonexistent, particularly concerning actions related to land speculation and real estate.
