Rural Environmental Registry (CAR): What is missing and what remains after 10 years of implementation?

Abstract

Based on data from the Rural Environmental Registry (CAR), this study investigates gaps in registrable land areas and existing conflicts, such as property records within conservation units that do not allow private ownership and on undesignated public forests. The assessment, using biomes as the territorial scope, found that the Pampa and Pantanal have over 80% of their registrable area registered in the CAR; the Cerrado and Atlantic Forest are close to 80%; while the Amazon and Caatinga have less than 60% of their registrable area covered. Regarding overlaps in non-registrable areas, more than 82% of the national total is concentrated in the Amazon. In this biome, the illegally registered area is mainly composed of records on undesignated public forests (145,117 km²) and in fully protected conservation units (135,200 km²).
