POLÍTICAS PÚBLICAS NA EDUCAÇÃO FÍSICA ESCOLAR: UMA ANÁLISE HISTÓRICA

Este trabalho visa demonstrar a relação entre políticas públicas em Educação Física Escolar no Brasil em períodos que houve grandes mudanças na educação brasileira. Identificando o papel político-ideológico da Educação Física junto ao cotidiano da escola brasileira, focando em dois momentos distintos, no que tange a política e a economia, adotados pelo estado brasileiro.O primeiro momento refere-se ao “Estado Novo”, instaurado sob a ditadura de Getúlio Vargas (1937 a 1945). O segundo, diz respeito ao período que ficou conhecido como a “ditadura militar”, que se manteve por duas décadas neste país, tendo seu início em 1964. Tendo por objetivo: apontar o papel desempenhado pela Educação Física, enquanto disciplina escolar, atrelada as política do estado, nos períodos entre 1937-1945 e 1964-1985. Apontando os aspectos semelhantes, bem como, os aspectos distintos e contraditórios expressos tanto na prática como na teoria da Educação Física, enquanto um dos instrumentos de manutenção e perpetuação do estado burguês. A metodologia utilizada se caracterizou pela pesquisa analítica, com base no referencial histórico, envolvendo análise e avaliação da literatura a partir de material constituído principalmente de livros, artigos de periódicos e teses na área de Educação Física. As relações existentes entre as políticas públicas brasileiras e a prática da Educação Física escolar durante os períodos históricos estudado será uma relação pautada pela forte interferência do estado brasileiro, enquanto elemento legitimador, interventor e regulamentador no que concerne a prática da Educação Física no ambiente escolar.

Abstract

This statement certifies to demonstrate the relationship between the Public Politics in school Physical Education in Brazil, in periods which there were big changes in Brazilian Education.Identifying the political -- ideologic paper in the Physical Education everyday at Brazilian school, focalizing in two distinct moments, according to the politics and economy, adapted by the Brazilian “State”. The first moment, refers to “New State”, established by Getúlio Vargas ditactorship (1937 to 1945).The second, concerning to the period that was known as “militar ditactorship”, that was kept for two decades in this country, begining in 1964. Keeping the aim in showing the Physical Education paper, while school subject, tied to the government politics between 1937 -- 1945 and 1964 -- 1985.Pointing the similar aspects and the well defined and contradictory aspects as well, escpressed by the practice and the theory in the Physical Education, as one of the maintenance instruments and perpetuation of the burgess state. The used methodology characterized by the analytical research supported in the historical reference, envolving literature analysis and appreciation from the composed material, mainly from books, newspapers articles and thesis in Physical Education area. There's a relationship between the Brazilian Public Politics and the school Physical Education practice during these historical periods studied and it will be a relationship ruled by the strong Brazilian “State” interference, as a legitimating element intervening and regulator, concerning about the Physical Education practice at the school  environment.
