Abstract

Trajectory of the National Penitentiary Policy (1976-2018): Construction and Implementation of Institutional Arrangements The study explores the trajectory of national penitentiary policy between 1976 and 2018, through the analysis of institutional arrangements and governmental instruments for the custody management of prisoners. The results suggest a trend toward centralization of the penitentiary policy by federal agencies and diversification in the adoption of regulatory instruments, incentives, and the production of statistical information, yet these are not enough to promote mechanisms of coordination aimed at common public policy objectives.
