Produção da desordem e gestão da ordem: Notas para uma história recente do transporte clandestino em São Paulo

Resumo

Este artigo procura entender as articulações entre os ilegalismos populares e as formas do controle social a partir de trabalho de campo realizado no setor do transporte clandestino em São Paulo. Para tanto, procurou-se acompanhar as transformações no segmento durante o período que se estende da criação da agência reguladora do transporte na cidade (SPTrans) à regularização dos chamados perueiros. Essas transformações, que alteraram significativamente os instrumentos de ação estatal no setor, também reorganizaram a dinâmica dos grupos que disputam e negociam o circuito do transporte na cidade, dentro e fora do ordenamento jurídico.

Disorder Production and Order Management: Notes for a Recent History of Clandestine Transport in São Paulo attempts to comprehend the connections between popular illegalisms and forms of social control based on fieldwork in the area of clandestine transport . The changes in this segment were monitored from the creation of the new transport regulator for the city to the regularization of so-called perueiros (informal collective transport). These transformations, that have significantly altered the instruments of state action in the sector, have also reorganized the group dynamics among those that dispute and negotiate the transport system in the city, within and without the law.
