Abstract
The paper contributes to the field of Foreign Policy Analysis and addresses the role of the press in the Brazilian foreign policy. It starts from the critical theorization outlined by Samuel Pinheiro Guimarães about this subject. Then, through discourse analysis, it is examined how chancellors of the 1961-1964 and 2003-2016 characterized the development model that guided them and how they perceived the role of the press in the sense of legitimizing or not their actions. It is found that the chancellors of both periods recognized the importance of the traditional private press in the decision-making and implementation environments of foreign policy. However, the common perception that the delegitimization of their actions was more frequent led the chancellors of 1961-1964 to try to increase their proximity to the traditional press, while the authorities of 2003-2016 sought to dispute public opinion in the media and create new channels of interaction with society. It is concluded that the pattern of resistance by the mainstream press to the foreign policy and, more broadly, to the development models pursued in both periods exemplifies the concept of ideological vulnerability formulated by Pinheiro Guimarães.
