Abstract

The 21st-century Interstate System faces systemic crises and profound hegemonic transitions, reflected in the war in Ukraine and China's rise. This study examines how the Sino-Russian alliance and these events reshape the global order. Using process tracing, Sino-Russian cooperation is analyzed as a crucial factor in emerging multipolarity, challenging Western hegemony. The analysis is based on Wallerstein's and Arrighi's theories, highlighting the decline of American hegemony and the rise of the Chinese cycle.

Wander Catarina dos Santos, Universidade Federal de Pelotas

Mestrando em Sociologia pela Universidade Federal de Pelotas. Possui graduação em Relações Internacionais pela mesma universidade (2022). É membro do corpo editorial da Revista Perspectivas Sociais. Integrou o Centro Acadêmico (CA) de Relações Internacionais. Foi colaborador do Projeto de Pesquisa: "QUAIS SÃO OS CONHECIMENTOS, O SABER-FAZER, AS COMPETÊNCIAS E HABILIDADES NECESSÁRIOS PARA ENSINAR?" do "Grupo de estudos e pesquisas: Formação de Professores e Práticas Pedagógicas", vinculados à Faculdade de Educação (FAE). Foi pesquisador do Projeto Unificado: "CÍRCULO DE PESQUISAS EM ESTUDOS DE(S)COLONIAIS: CONTRIBUIÇÕES PARA UMA EDUCAÇÃO TRANSGRESSORA", vinculado ao Programa de Pós Graduação (PPG) da mesma Unidade citada acima. Participou do Projeto de extensão: "VOZES CRÍTICAS: CAFÉ GEOPOLÍTICO" pelo curso de Relações Internacionais, Centro de Integração do Mercosul (CIM) (2017). Áreas de interesse do saber: História das Relações Internacionais, Biopoder, Geopolítica, Filosofia da Ciência, Epistemologia, Teoria Crítica, Estudos de(s)coloniais e Estudos de Diversidade Sexual e Gênero.
