‘Com a lei debaixo do braço': Direitos humanos, formação e trabalho policial

Résumé

Por meio de levantamento feito com policiais civis no Rio Grande do Sul, o artigo investiga suas representações a respeito dos direitos humanos. Verificou-se que, não obstante a incorporação paulatina desses conteúdos na formação desses profissionais, ainda persiste o antagonismo entre polícia e organizações de defesa desses direitos. A fim de se analisar o hiato entre as novas diretrizes político-pedagógicas e sua incorporação no discurso e nas atitudes dos policiais, são discutidos os conceitos de cultura policial, saber formal/informal, currículo explícito/oculto, e o fato de a instituição ser um ator político relativamente autônomo.

Based on a survey conducted among civil police offi­cers in Rio Grande do Sul, this article investigates rep­resentations of such people in terms of human rights. It was found that, despite their training gradually incor­porating this content, antagonism remains between the police and human rights defense organizations. In order to examine the hiatus between the new po­litical-pedagogical guidelines and their incorporation into the line of thinking and attitudes of police officers, the article ‘With the Law in the Pocket': Human Rights, Training and Police Work discusses con­cepts of police culture, formal/informal knowledge, explicit/hidden curriculum, and the fact that the insti­tution is a relatively autonomous political player.
