Virtual Border Dilemmas: When States Become Cyber Border Builders

The paper introduces the concept of ‘virtual border dilemma’, reflecting upon the concept of border and its transposition into cyberspace. It deals more particularly with the construction of cyber or virtual borders by the state in response to specific security challenges posed by the network. After proposing some definitions of cyberspace and cyber border, the article will focus on the reasons for, and modalities of, building virtual borders, followed by their effects on national and international security. The Brazilian context is used to illustrate the matter.Published
