Policy for LGBT Adolescents in Minas Gerais’ Socio-educational System? Notes on an Ongoing Dispute

This paper analyzes the construction of the state policy for care and treatment of LGBT people in Minas Gerais, Brazil, and its application in the socio-educational units in the state. The research was based on documental analysis and semi-structured interviews. We found that the state’s socio-educational system seeks to implement institutional standards produced by the Statute of the Child and Adolescent (ECA) and the National System for Socio-Educational Care (Sinase). Nonetheless, the values that it intends to follow seem disconnected from the practices historically established in the internment units, prevailing punitive perspectives. Formally, the socio-educational system in Minas Gerais follows gender policies, but these are far from the routines developed in the units.Downloads
