Public policy and electoral plans: Theoretical review

This study presents a review of state theories and approaches to public policy evaluation with the objective of connecting both theories with electoral programs. In doing so, the authors defend the hypothesis that programs are a primary source of information for the study of public policy formulation, implementation, and evaluation. We found theoretical links that demonstrate that electoral programs, as well as political parties, can acquire a legal character. The work provides arguments to defend the relevance of electoral plans within the electoral contest. In addition, the reviewed theory allows affirming that these documents store all the information that citizens use to define their vote, therefore, they become a guarantee for the evaluation of the political exercise, which is crystallized in the application of public policy.
