Abstract

Negotiation and construction of policies in the city: policy networks and urban control by digital media This study analyzes the disputes over the control of urban space in the municipality of Rio de Janeiro, considering the direct participation of residents and their political networks. Monitoring community meetings and closed groups on digital media shows how the technologies employed in implementing security programs involve daily negotiations between managers, residents, and security agents. This study aims to discuss how security programs have been implemented in specific areas of the municipality by an ethnography of the sociotechnical networks operating within the Rio+Seguro program in the Copacabana neighborhood from 2017 to 2022.

Doutora em Sociologia pelo Instituto de Estudos Sociais e Políticos da Universidade do Estado do Rio de Janeiro (IESP/UERJ). Atualmente, realiza pesquisa de Pós-Doutorado no Programa de Pós-Graduação em Sociologia da Universidade Federal Fluminense (PPGS/UFF). É pesquisadora no Grupo de Estudos dos Novos Ilegalismos (GENI/UFF) e no projeto Dicionário de Favelas Marielle Franco (ICICT/Fiocruz). Colabora também com o Grupo CASA — estudos sociais sobre moradia e cidade (IESP/UERJ) e com o BONDE (IESP/UERJ).
