Managerial-Militarized Logic and Public Safety in Rio de Janeiro: CICC-RJ and the State’s (Re)Building Technologies

The paper analyzes the relation between the development and reinforcement of a managerial-militarized model of thinking and organizing public safety and the technological system built for the mega-events that took place in Rio. The creation of the Integrated Center of Command and Control (CICC) is analyzed as a strategy to produce and stabilize relations among agents and institutions that ended up gathering elements of a new military urbanism, a New Public Management, and benchmarking strategies. This arrangement was further consolidated by the Federal military intervention in Rio de Janeiro’s public safety between February and December of 2018.Published
