Limitations of the Appropriation of an International Migration Lexicon in Brazil

The paper analyzes the appropriation of an international normative and conceptual framework and the ambiguities of its implementation during the migration flow of Haitians to Brazil (2010–2014). We aim to contribute with an epistemological reflection about this framework in a moment of political and institutional changes with impact on migration policymaking. We suggest that the available concepts limit the horizon of language, leading us to reproduce terminologies of management and control. These concepts must be contested in order to reconceptualize the understanding of human mobility beyond a strictly humanitarian or criminal approach.Published
