This paper presents a research based on the Human Development Reports (HDRs/UNDP/UN). The objective is to understand the political significance of the attempt, by the producers of such materials, to generate public agendas that involve States, governments, and international organizations in the process of deterring actions and procedures that have led to many war conflicts and civil wars and between countries. The perverse reflexes of bellicose policies are felt in the economy, infrastructure, and social services. Expectations of advances in the Human Development Indexes (HDI) are shattered by war conflicts and violence in general.Downloads
