BUSCANDO UM CONCEITO OPERACIONAL DE CIDADANIA DIGITAL: UMA REVISÃO INTEGRATIVA DA LITERATURA ESTRANGEIRA NO PÓS-COVID-19

Resumo

Reflexo do imenso desenvolvimento observado nas áreas da tecnologia e serviços digitais, o interesse pelo conceito de cidadania digital não decorre do acaso. Tornou-se interesse da maior importância de diferentes áreas científicas e, embora cada uma a ele se refira por uma forma diferente, ainda há muito o que se discutir, dada a ainda inexistente consolidação de um conceito unificado para distintas áreas do conhecimento. Mas então, o que exatamente poderia significar “cidadania digital”? Poderia o conceito ser operacionalizado pelas ciências jurídicas em prol da construção de um sistema legal e de justiça eficiente aos tempos contemporâneos? Nesta pesquisa, uma revisão integrativa da literatura internacional em tempos pós-COVID-19 (2021 e 2022), a proposta é de se analisar todos os 86 trabalhos encontrados na base científica Scopus por meio de busca por “digital citizenship”. Para tal levantamento, foram utilizados como filtros o ano de publicação e área de estudo (ciências humanas e sociais), a fim de se obter diferentes concepções de cidadania digital para, em uma última análise, promover a construção de uma noção unificada do que a cidadania digital poderia assumir enquanto valor para os tempos modernos. O ciberespaço está em constante crescimento e reivindica uma visão sistemática capaz de exercer, dentro de suas fronteiras, o controle pacificador que o Estado se propõe a promover. Nesta revisão integrativa, implica-se que, de fato, é possível construir um conceito estável de cidadania digital que possa orientar os próximos passos na regulação das interações sociais e econômicas advindas dos espaços digitais, abordando questões políticas e também pedagógicas, além dos distintos direitos compreendidos no mesmo universo temático.
